1. Startup Framework Visa Visa Startup is a program of reception of foreign entrepreneurs, without permanent residence in the Schengen Space, who want to develop a project of entrepreneurship and innovation in Portugal, with a view to the granting of residence visa and residence permit, governed by Normative Order No. 4/2018, of 02 February, hereinafter referred to: Develop your entrepreneurial and innovative project in Portugal, even if they have not been a company; b) Entrepreneurs who already hold business projects in countries of origin and who want to perform their activity in Portugal. The benefits granted to foreign entrepreneurs are: ➢ Concession of residence visa and residence authorization to be assigned by the competent entities (Ministry of Foreign Affairs and Foreign and Borders Service); ➢ Welcoming projects and entrepreneurs, through an IAPMEI certified incubator network, IP The program works continuously and registration of entrepreneurs, as well as the submission of candidacies, can be made in Portuguese or English, exclusively through the form available on the program's online platform.

4 2nd Version, May 2022 3. Registration and submission of candidates for formalization of the startup application aims in two phases.

1. First - registration and demonstration of interest to incubators in the first phase, candidates must start the process by filling out all fields such as the description of the project and identification of all entrepreneurs, as well as the loading of the following documents (for each entrepreneur): ▪ Letter of motivation demonstrating the interest in developing an entrepreneurial and innovative project in Portugal; ▪ Copy of the passport and when the citizen has permanent or long -term residence in another country outside the Schengen space, the copy of the applicable residence authorization in the respective country; ▪ If the entrepreneur has a tax and/or social security number in Portugal, he/she must grant authorization, to IAPMEI, for online consultation with the Tax Authority and Social Security and attach the certificates obtained in the respective portals. For this purpose, IAPMEI's tax identification number is 501373357 and the social security number is 20004578827. ▪ If the citizen has no tax and/or social security identification number in Portugal, he/ ▪ Certificate of the criminal registration issued by the competent entities, requested in the country of origin or residence provided that it has resident for more than one year. This must be presented duly translated and authenticated by the consular section of the country of origin or apostilated under the terms of the Hague Convention; ▪ Bank declaration that demonstrates the existence of own financial means and subsistence, by each entrepreneur, corresponding to 12 times the Index of Social Support (IAS) in Portugal, subject to annual update. Each entrepreneur must also attach a commitment declaration, dated and signed, to confirm the possibility of transferring these funds to a banking institution that operates in Portugal; ▪ Curriculum vitae.

5 2nd version, May 2022 in the motivation letter, to attach, candidates should expose the interest in developing an entrepreneurial and innovative project in Portugal, with the purpose of obtaining a manifestation of interest in the project of at least one incubator. For this, they should consider the following: ✓ The innovative character of the project. ✓ The growth potential. ✓ The scalability of the business in the market. ✓ The prospects for fixing in Portugal, after the program. To advance to the next phase the entrepreneur must obtain a positive response of at least one incubator. 2. Second - Submission of candidacy for IAPMEI in the second phase, and only after manifestation of favorable interest of at least one incubator can entrepreneurs complement the application information and submit it to IAPMEI assessment through the online platform. The information provided neither invalidated nor replaces the evaluation to be performed with the consular services of the Ministry of Foreign Affairs (hereinafter designated by MNE) and Foreigners and Borders Service (hereinafter referred to as SEF), as part of the entry visa assignment processes or residence authorization. For further clarification it is recommended to consult the information provided by MNE (here) and SEF (here). 4. Evaluation and decision of candidates by IAPMEI O IAPMEI provides a decision on the application within 30 business days from the date of its submission, and makes it electronically available on the platform (decision notification on the application); The during the application of the application may occur the need to present additional elements, so the candidate may present them within 3 business days after notification of IAPMEI.

6 2nd Version, May 2022 The case the decision and notification of the project results in an unfavorable decision proposal, the candidate may exercise the right of hearing by presenting the respective contrary allegations, pursuant to articles 121 and following of the Administrative Procedure Code, within a maximum of 10 business days, from the receipt of the notification, through the email [email protected] . The end of the deadline, and there is no contrary allegations, IAPMEI - Agency for Competitiveness and Innovation, IP will adopt the final decision. The case the decision and notification of the project is favorable entrepreneurs may advance to the conclusion of an incubation contract, with one of the incubators who has declared interest in the project. 5. incubation and reception contracts after a favorable decision, entrepreneurs and incubators shall formalize the incubation contract within 40 working days, as described in Article 6 (10) of the normative order. The consultation of article 7 (incubation contracts) of the normative order to enter into contracts, of which the obligations of the entrepreneurs and incubators, namely: a) the obligations of the entrepreneur must be contained; b) the obligations and services provided by the certified incubator; c) the value of the contract; d) the person responsible for the incubator certified by the follow -up of the project; The reception to entrepreneurs and incubation contracts to be celebrated must respect the physical incubation model, in accordance with the provisions of Article 4 (i) of Ordinance No. 344/2017, of 13 November amended by Ordinance No. 275/2018, of October 4th. The conditions of the contract must be agreed with the incubators and it must be written in accordance with article 7 of the normative order. The incubation contract must contain the incubator data and the identification of each of the project entrepreneurs accepted to the program.
